Legislative Update – Day 35

Today marks Legislative Day 35, which means there are only five legislative days remaining in the 2024 legislative session before we reach Sine Die (LD 40) on Thursday, March 28, 2024. As we near the end of the biennial session, bills are being passed and amended swiftly. Read more about the bills we are closely monitoring using our legislative bill tracker.

Last Week at the Capitol
The legislature convened for Legislative Days 29 through 32.

  • HB 126, which improves procedure related to out-of-time motions for new trial and appeals in criminal cases, was heard on the House floor on Thursday, March 7, 2024.
    • Status: House Disagreed to Senate Substitute.  
  • HB 1033, which enhances penalties for assault, aggravated assault, battery, and aggravated battery against a utility worker, was heard in Senate Judiciary on Thursday, March 7, 2024.
    • Status: Passed Senate Judiciary by Substitute.

The legislature convened for Legislative Days 33 through 35. 

  • HB 909, which provides for Restriction and Seal of First Offenders Act to the Public, was heard in Senate Judiciary on Monday, March 11, 2024.
    • Status: Senate Judiciary Hearing Only.
  • HB 1054, which removes the arrest requirement for people who refuse to sign a traffic citation given by law enforcement for traffic offenses, was heard in Senate Judiciary on Monday, March 11, 2024.
    • Status: Passed Senate Judiciary as Passed by the House.
  • SB 335, which adds adopted children to incest offense, was heard on the House floor on Monday, March 11, 2024.
    • Status: On the Governor’s Desk for Signature.
  • HB 996, which provides jailers with arrest powers and requires HIV testing for those who have been accused of sexual assault 48 hours after consent or indictment, was heard in Senate Judiciary on Tuesday, March 12, 2024.
    • Status: Passed Senate Judiciary by Substitute.
  • SB 465, which establishes the offense of felony aggravated involuntary manslaughter was heard in House Judiciary Non-Civil on Wednesday, March 13, 2024.
    • Status: Passed House Judiciary Non-Civil by Substitute. 
  • SB 533, which establishes jail-based competency restoration programs, was heard in House Judiciary Non-Civil on Wednesday, March 13, 2024.
    • Status: Passed House Judiciary Non-Civil as Introduced.
  • SB 332, which removes SCOGA from approving standards and rules of the PAQC, was signed into law by Governor Kemp on Wednesday, March 13, 2024.
    • Status: Signed by the Governor.
